Coalition Management
The growth of special interests has brought the need to coordinate efforts to change public policy. Coalition management has become a necessary component of legislative strategy development.
For example, when a 25-year-old assessment valuation tax table for high-technology equipment became ineffective, PAA worked with a coalition of industry groups to persuade the Michigan Department of Treasury and the Tax Commission that a change in assessment rates was necessary.
Through a series of hearings and meetings, one-on-one discussions and correspondence, the coalition was highly influential in the State Tax Commission's favorable vote for new assessment rates.
